With regard to climate losses and damages, the question is whether the records of observed disaster losses are fit for the purpose of comprehensive monitoring and analysing losses and damages from climate change.

Gall provides a critical review in this respect, and concluded that the scope of these databases needs to be broadened, in particular with respect to slow-onset events, and include other impacts besides direct economic losses, such as indirect impacts and losses.

In addition, many studies have projected future changes in risk from extreme weather events, for the purpose of disaster risk reduction planning and climate adaptation.

Climate change and drastic fluctuations may lead to climatic disasters. For example, the freezing disasters may disrupt agriculture and transportation [ 9 , 10 ].

Better awareness of climate change on urban and regional scale are essential for actively responding to the adverse effects of climate change that is necessary for reducing fatalities and injuries to a large extent. Based on the assessment, we formulate and describe the characteristics of climatic change in China.

This paper presents preliminary work for clearing and delimiting the critical regions and cities for combating climate change and providing some data supports. Materials and Methods 2.
